Most answers to “how much is electricity in Bali” quote one number. A villa can be on one of several tariff classes, and the difference between them is larger than most owners expect. This page reads the figures from the regulation that sets them.

Eight words on a villa's electricity bill
The bill and the meter use Indonesian terms. These are the ones that decide what a villa pays.

The rates, from the regulation
Permen ESDM No. 7 Tahun 2024, established on 6 June 2024, sets PLN's tariffs and repealed the 2016 regulation and its five amendments. Its appendices give the charge per kWh for each class and size. The household and business rows a villa is likely to sit in are these.

The same figures appear in the regular and the prepaid columns. The two columns differ in one respect, the minimum bill, which matters enough to have its own page.
Why the business rate is lower for a large villa
The tariff schedule is not graded by how commercial the use is. It is graded by class and size, and at 6,600 VA and above the household class R-3 carries the higher rate. A villa of that size registered as B-2 pays IDR 1,444.70 per kWh; the same villa registered as R-3 pays IDR 1,699.53 per kWh. On a villa that uses a lot of power — pool pumps and air conditioning run whether or not a guest is in — the class is the single largest lever on the bill.
Which class a rental villa belongs in
The regulation defines R as household use and B as business use (Pasal 3), and Pasal 5 leaves the technical rules for applying the classes to PLN's board of directors. We have not read those rules, so this page does not say which class a let villa must be on. What it can say is where to look: the class is printed on the bill and on the connection's customer record, and a change of class is an application to PLN.

How the rates move
Thirteen non-subsidised classes, the R-3 and B-2 among them, are reviewed every three months (Pasal 6). The review follows four inputs: the rupiah against the US dollar, the Indonesian Crude Price, inflation and the coal reference price, each averaged over the third to fifth months before the change.
What has happened in 2026
The energy ministry announced no change for January to March and for April to June 2026, and the July to September figures, as reported by RRI citing PLN, are unchangedreported and match the regulation's appendix to the rupiah.
How much notice there is
Pasal 6 ayat (9) requires PLN to announce an adjustment to customers at least one month before it takes effect. A villa budget built on the current rates therefore has a month's warning of any change.
The regency's tax on top
Electricity also carries a regency tax — PBJT on electricity. UU No. 1 Tahun 2022 caps it and each regency sets its own rate. In Badung it replaced the street-lighting tax (pajak penerangan jalan) regulation of 2011, and at least 10% of what it raises is earmarked for public street lighting.

Badung's regulation spells out the base in Pasal 27: on a postpaid meter, the fixed charge plus the kWh charge on the bill; on a prepaid meter, the amount of electricity purchased. Electricity on the owner's statement
In a managed villa, electricity is usually an owner's cost passed through the monthly statement. That makes it a rebilled cost like any other, and the same two questions apply.
At cost, or with a margin?
A contract that is silent on markup permits one. Ask for the PLN bill or the token receipts to be attached, so the line can be checked against the tariff. The cost clause.
Who decides the class?
If the connection is in the owner's name, the class is the owner's decision to raise with PLN. A manager that knows the tariff schedule should raise it first.
