Property management in Bali: four contracts, one word

Before you can compare two quotes you have to establish that they are quotes for the same job. In this market they frequently are not, and the words do not tell you.

Twelve words for the same job

The pattern underneath those twelve rows is that every one of them is a different mixture of exactly two things — distribution (finding guests and pricing for them) and operations (the villa and the people in it) — plus, in two cases, something that is not a service contract at all.

Four shapes, not twelve

1. Distribution only

Marketing-only plans, rental management, revenue management, co-hosting. You are buying reach and rate strategy. One published rate card prices this at 10% of rental income and states plainly that operations and staff are not in it.

This is the right purchase if you have somebody reliable on the ground and the thing you cannot do from another country is distribution. It is the wrong purchase if you do not, because what you have bought is a second job in a time zone that is awake while you are asleep.

2. Distribution plus operations

Full villa management or full property management. Published at 18% to 20% of booking revenue. This is what most owners mean when they say they want a management company, and it is where the two-companies-same-percentage problem lives. The three fee models compared.

3. Operations only

Estate management, facility management, housekeeping supply, and a caretaker. No guests in the definition. Priced as a retainer or per task against the building rather than as a share of revenue, because there is no revenue in scope to share.

4. Not a service contract at all

Two of the twelve are structurally different from the rest. A caretaker you engage directly is an employee, not a supplier. And a buyer's agent is paid on a transaction, which is a one-off event rather than an operating relationship. Both get discussed as though they belonged on the same list as a management fee, and neither behaves like one.

The word that changes what you are, not just what you pay

Engaging a caretaker directly is the only item on this page that changes your legal position rather than your cost line. You stop being a customer and become an employer, and Indonesian law prices that.

Minimum wages are set per regency — the same axis that decides which revenue office your villa answers to. For 2026 that is IDR 3,791,002.57 per monthreported in Badung, which covers Seminyak, Canggu and Uluwatu, against IDR 3,316,798.48 per month in Gianyar and IDR 3,499,878.78 per month in Denpasar. On top of the wage, an employer contributes 10.24–11.74% of it to social insurance: work accident, death, old-age savings and pension to BPJS Ketenagakerjaan, plus health cover at 4% under Presidential Regulation 64 of 2020.

At the Badung floor that puts one directly employed person at roughly USD 236 to USD 239 a month, converted at IDR 17,745 per USD. A three-person villa is around USD 717 a month.

And a year is not twelve of those months. Indonesian law adds an obligatory religious holiday allowance on top, so a year of one worker costs 14.23–14.41 months of the bare wage — the whole employment cost, line by line.

This is also why the fee comparison is not a fee comparison. Two registrations, and only one of them is yours

There is a second place where the vocabulary hides something structural. Managing real estate for a fee is its own classification: KBLI 68200, real estate activities on a fee or contract basis, which the published classification describes as covering agents and brokers, intermediation in sale and letting, management of real estate, and valuation.

That classifies the company. It says nothing about whether your villa is registered as accommodation, which is a different code and a different registration entirely — and it is the one that is yours to hold.

The classification follows the holder, not the building. A villa marketed to guests under a code that does not match how it is actually held and run is a compliance problem waiting for an inspection, and it is the owner's problem rather than the manager's.

None of those is the deduction between what a guest pays and what reaches your account. That figure adds the booking platform, the accommodation tax, the channel manager and final income tax on the gross rent, and it is worked through separately on the fee walk and the platform layer. If you want it on your own numbers rather than on a model's, the estimator takes your gross and your net.

Choosing between the words

Three questions settle it, in this order, and none of them is about the rate:

  1. Am I buying distribution, operations, or both? If you are not in Bali and the villa is let nightly, the answer is both, and anything cheaper than that is cheaper because it is smaller.
  2. Is the payroll inside the number I was quoted? If not, add it before comparing anything. At the floor it is a four-figure annual sum per person.
  3. Are third-party costs rebilled at cost or cost plus? A contract that is silent permits cost plus. The clause to ask for.

Once those three are settled the word on the letterhead stops mattering, which is the point of this page. If you already have a company and want to know whether what reaches you is reasonable, that is a different question and the five questions on the company hub are the faster route. If something already looks wrong, what actually goes wrong is the page for it — and if the answer turns out to be that you bought the wrong shape, changing company without losing the asset is the one after that.

Common questions

What is the difference between villa management and property management in Bali?

Usually nothing, in practice. Both words are used for the same product — distribution, guests, pricing and some part of operations — and which part of operations is included varies more between two companies using the same word than it does between the two words. The exception is a property manager who does not let the villa at all, which is a flat-fee building service rather than a percentage of revenue. Ask what the fee is charged on: a percentage means letting is in scope, a monthly figure usually means it is not.

What does property management cost in Bali?

Published rate cards run from 10% of rental income for a marketing-only plan to 20% for full management, with one operator publishing 18%. A hybrid arrangement of a monthly retainer plus a reduced percentage is reported at USD 800–1,500 per month plus 12–18%, though no operator located for this site publishes a retainer figure openly. None of those is the total deduction between the guest's rate and your account, which is a different and larger question.

Do I need a management company, or just a caretaker?

They are not substitutes, and the difference is legal rather than one of degree. A management company is a supplier you pay a fee. A caretaker you engage directly is an employee, and employment in Indonesia carries a statutory wage floor set by regency plus employer social insurance contributions. A caretaker also does not market the villa, price it, or handle a booking platform, so for a villa that is let to guests the caretaker is usually an addition rather than an alternative.

Is a co-host the same as a management company?

No, and the pricing works differently. Co-host is Airbnb's own word for somebody invited to help with a listing, and Airbnb publishes no co-host rate — its help page treats the share of reservation income as a private arrangement between host and co-host. So there is no published benchmark to check a co-host quote against, and a co-host arrangement covers one platform rather than your distribution as a whole.

What license does a property management company need in Indonesia?

Managing real estate for a fee or under contract sits in KBLI group 682 — code 68200, real estate activities on a fee or contract basis, which the classification describes as covering agents and brokers, intermediation in sale and letting, management of real estate, and valuation. That is what classifies them. It does not classify your villa as accommodation, which is a separate registration under a different code.

Does the word on the contract change my tax position?

Not by itself. Indonesian accommodation tax attaches to the service being supplied, and the final income tax on rent attaches to the income, whatever the management arrangement is called. What does change the tax position is the length of the letting: a private residence let for more than one month is not an object of the regional accommodation tax.

Which of these should a first-time owner ask for?

Start by deciding whether you are buying distribution, operations, or both, because those are the two things every word on this page is a different mixture of. If you live elsewhere and the villa is let nightly you are buying both, and the question that matters is not the label but whether staff and rebilled costs are inside the number you were quoted.

Why does this site not recommend a company?
