Bali has more kinds of villa business than it has words for them. Owners are offered “management” by companies that are really booking agents, and “rentals” by companies that are really tour operators. The classification a business registers under is the most reliable way to tell them apart.

Businesses that work for the owner

A villa management company and a property manager both act for the owner. KBLI 2025 describes accommodation management (55901) as a third party responsible for the accommodation's whole business and operation, acting on behalf of the property owner and paid a management fee; and residential property management (68292) as managing housing for a fee — operations, maintenance, repairs, charges and house rules.

Businesses that stand between owner and guest

An agency or a platform brings guests and villas together for a commission — accommodation intermediation (55400). It can be paid by the owner, the guest, or both. It does not run the villa.

Businesses that work for the traveller

A travel agent (79110) sells travel packages as an intermediary. A tour operator (79121) plans, assembles and sells tour packages and books accommodation, food and transport for them. What the trade calls a destination management company is a business of this kind: its client is the traveller or the travel company.

Businesses that sell or lease the villa itself

A real estate agent is a fourth kind again. KBLI 2025 puts real estate intermediation — buying, selling and renting property for a fee or commission — in 68210, and developing and selling residential buildings in 68111. The line between letting a villa to guests and renting it out as housing is drawn by length: the accommodation section sends stays of one year or more to residential real estate. A company that found you a five-year tenant and one that fills the villa night by night are doing different work under different codes. When the developer also runs the letting.

Why the difference matters to an owner

What each one is responsible for

A manager answers for the villa: staff, upkeep, guests, accounts and the regulatory registrations around the operation. An intermediary answers for the booking. A tour operator answers for the trip. When something goes wrong at the villa, only one of these is the owner's agent.

How each one is paid

A manager's fee is set in the owner's contract. An intermediary's commission comes off each booking, and a tour operator's margin sits inside a package price the owner never sees. Two businesses selling the same villa night can therefore be earning in completely different ways. What the platforms take and what comes off a booking.

Which license the listing sits on

Since 26 May 2026, as reported, platforms have been told not to onboard new accommodation merchants without a business identification number (NIB) and KBLI code. A villa listed through an intermediary still needs its own accommodation registration behind it. The 2026 platform rules.

How to tell which one you are talking to

  1. Ask who the contract is with, and who pays whom. A manager's contract is with the owner; an intermediary's terms may be with the guest.
  2. Ask for the NIB and the KBLI codes. The code is the activity the business registered. What each code covers.
  3. Ask what happens when the villa has a problem at 11 at night. The business that has to answer is the one that works for you.

What is a destination management company in Bali?

“DMC” is a trade term, not a legal category. The closest Indonesian classification is the tour operator, biro perjalanan wisata (79121), which plans and sells tour packages and books accommodation for them. A DMC works for travellers or travel companies, not for villa owners.

Can a DMC manage my villa?

Managing accommodation for an owner is its own class, 55901. A business that also books villas for its tour clients is not, for that reason, a villa manager. Ask which registrations it holds.

Who does the agency work for, the owner or the guest?

That is the question that decides the relationship. A manager works for the owner. An intermediary is paid to bring a guest and an owner together, and may be paid by either. A tour operator works for the traveller. The contract should say who pays whom, and on what.

How do I check what a company is registered as?

Ask for its business identification number (NIB) and the KBLI codes on it. The code is what the business told the government it does.
