Indonesia's electronic land certificate: what Bali villa owners need to know
Key takeaways
- A Sertipikat-el is a certificate issued as an electronic document, its data held in the electronic land book — valid evidence, as its printouts are.
- Paper titles convert village by village, or when a registration service is filed; we found no deadline for holders.
- Each certificate carries a QR code showing authenticity and status; where a printout and the database differ, the database wins.
- Holders receive it through a land account, by passport number for a foreign individual.
- At a sale the PPAT must scan the certificate's barcode, releasing a code shown only in Sentuh Tanahku.
Land certificates in Indonesia were paper booklets for decades, and a buyer's first question was whether the booklet was genuine. Since 2023 the land ministry has issued certificates as electronic documents, and Bali's land offices convert titles as owners use them. This page reads the 2023 regulation on electronic land documents, the regulation it replaced, the 2021 land regulation and the ministry's own releases.
Seven words on an electronic title
The terms in the regulation and on the certificate.
| Term | What it is | Why an owner meets it |
|---|---|---|
| Sertipikat-el | Electronic certificate. | Replaces the paper title as the evidence. |
| BT-el | Electronic land book. | Where the certificate's data now sit. |
| Alih media | Conversion to electronic form. | Village by village, or at a transaction. |
| Validasi data | Checking the stored data. | Not a re-survey. |
| QR code | On every certificate. | Shows authenticity and status. |
| Akun pertanahan | Land account. | How the holder receives the certificate. |
| Sentuh Tanahku | The ministry's app. | Shows the code a PPAT needs. |
What the electronic certificate is, and how a title converts
Permen ATR/BPN 3/2023 defines the Sertipikat-el as a certificate issued through the electronic system as an electronic document whose physical and juridical data are stored in the electronic land book (Pasal 1 angka 9). Electronic documents and their printouts are valid legal evidence (Pasal 6(2)); PP 18/2021 makes them an extension of valid evidence under procedural law (Pasal 84). The certificate is signed electronically by the authorized official and takes effect once signed (Pasal 17). The 2023 regulation revoked the 2021 version, under which conversion ran only on application and the land office withdrew the paper certificate into its files.
| What happens | Rule | |
|---|---|---|
| A sale, mortgage or other registration is filed | The land office converts the record as part of the service | Pasal 33(2)(b) |
| Stored data are checked | Verification and validation of physical and juridical data | Pasal 34 |
| Certificate issued | Edition 1 Sertipikat-el, electronically signed | Pasal 17, 39-40 |
| Paper certificate | Kept in the registration file at the land office | Pasal 39(3) |
| Holder access | Through the land account; self-print or official copy | Pasal 19-21 |
Village by village, or at a transaction
Conversion — alih media — turns the survey letter and the land book into electronic form, either gradually village by village or when a land-registration maintenance service is filed (Pasal 33), such as a sale or a mortgage. It runs by verification and validation: checking that the stored data match, and that their structure and entries are complete (Pasal 34). We found no re-survey requirement in that chapter. The electronic certificate is issued as edition 1, and the paper certificate is kept as part of the registration file (Pasal 39(3)). A draft amendment published for consultation would let land offices convert on their own initiative, prioritising areas with high demand; it has not been enacted.
No deadline for holders
We found no article requiring holders to convert by a date. Certificates issued under the 2021 rules remain valid and are replaced under the 2023 format (Pasal 45). A paper certificate goes on being evidence until the title is converted.
Buying, selling or mortgaging a Bali title?
Tell us what is happening to the land. Five questions, and your details are the last step.
Security, access and a sale
Every electronic certificate carries a QR code “untuk memastikan keaslian dan menampilkan status” — to confirm authenticity and show its status (Pasal 20(5)). The signature is certified by the state electronic certification body, the first page carries a blank serial number, printouts use special paper, and if a printout differs from the database the ministry's database prevails (Pasal 21(2)). The certificate's warning box reminds readers that forging it is an offense under the Criminal Code and the electronic information law.
The holder's account
The certificate is delivered through the electronic system, and holders get a land account; a foreign individual holding a right registers it by passport number (Pasal 19). Holders may print the certificate themselves (Pasal 21(1)) or ask for an official copy (Pasal 20). The ministry's releases point holders to its Sentuh Tanahku app to view the certificate.
At the sale deed
The ministry's May 2026 release describes the check at a sale: when drafting the deed, the PPAT must scan the certificate's barcode; the system then issues a secret code, available only in the owner's Sentuh Tanahku app and not on any printout (ATR/BPN news release, 13 May 2026 (2026)). A seller who cannot produce that code is the question to stop on. Checking a seller. Certificate types.
Fees
We found no fee specific to conversion. The land office fee schedule lists IDR 50,000 per plot for replacing a certificate blank, including old-model to new-model blanks (PP 128/2015); whether that line covers electronic conversion is not stated.

Common questions
Is an electronic land certificate valid in Indonesia?
Yes. Electronic documents in land registration and their printouts are valid legal evidence (PP 18/2021 Pasal 84; Permen ATR/BPN 3/2023 Pasal 6).
Do I have to convert my paper certificate?
We found no deadline for holders. Conversion happens village by village, or when a land registration service such as a transfer or mortgage is filed (Permen ATR/BPN 3/2023 Pasal 33).
Is the land re-measured when it is converted?
The regulation describes verification and validation of the stored data, not a re-survey (Pasal 34); the certificate notes that area can change if land is re-measured.
Can a foreigner hold an electronic certificate?
A foreign individual holding a land right gets a land account by passport number (Pasal 19(5)).
How does a buyer check an electronic certificate?
Its QR code shows authenticity and status; for a sale deed the PPAT scans the barcode and a code is released in the owner's Sentuh Tanahku app, not on paper (ATR/BPN, May 2026).
