Most villa licensing problems in Bali start before anyone applies for a license: with a building on land whose planned use does not allow it. The check that should have come first has a name — KKPR — and it is the first thing a license depends on.

Where the KKPR sits, and how it is issued
First of the basic requirements
PP No. 28 Tahun 2025 sets the basic requirements for any business license: KKPR, PL, and PBG and SLF (Pasal 12). Starting a business runs through legality, basic requirements, then the license (Pasal 8). The KKPR comes first, because everything after it is about a building on that plot. The building approval and the certificate of fitness follow.
Confirmation, where there is a detailed plan
Where a detailed spatial plan (RDTR) exists and is integrated with OSS, the KKPR is a confirmation that the planned location conforms with it. OSS issues or refuses it automatically (PP 28/2025, Pasal 17).
Approval, where there is not
Where no RDTR exists yet, the business applies for an approval: registration, review and assessment of the proposal, then issue (Pasal 18). The application carries coordinates, land area, land control, activity, floors, floor area, building plan (Pasal 19(1)); OSS then issues a payment order for the state fee, payable within seven calendar days.
What a confirmation states
At least the location, the type of activity, the building coverage ratio (KDB), the floor area ratio (KLB), the building-arrangement rules and the conditions for the activity (PP No. 21 Tahun 2021, Pasal 104(2)). Those numbers limit how much villa the plot can carry. A KKPR is valid for 3 years from issue (Pasal 98(4)).
Micro and small businesses
They do not go through KKPR issue; they declare that the activity conforms with the spatial plan. If the declaration proves untrue, the authorities step in (Pasal 115).

“Green zone” land and protected farmland
What the phrase usually means
“Green zone” is how the Bali market describes land whose planned use is not building — typically agricultural or open-space zoning on a regency map. The national texts read here do not use the phrase; what decides a plot is its zoning in the spatial plan, which the KKPR reads.
The rule with teeth: LP2B
Land designated as sustainable food farmland (Lahan Pertanian Pangan Berkelanjutan) is protected and may not be converted (UU No. 41 Tahun 2009, Pasal 44(1)), except for public interest or national strategic projects under strict conditions. An individual who converts it faces up to five years' imprisonment and a fine of up to IDR 1 billion (Pasal 72(1)). The 2023 job-creation law amended Pasal 44 and the officials' penalty in Pasal 73; it left Pasal 72 as it was.

What this means for a buyer or an owner
- Before buying: ask for the KKPR, or check the plot's zoning, before the PBG. A villa without a conforming KKPR has no clean path to a license.
- Before building or extending: the KDB and KLB on the confirmation limit the footprint and floors.
- When a platform or regulator asks for a license: the KKPR is behind it. How to check a license.
- When the seller says the zoning is “being changed”: a KKPR is read against the plan in force. A promised revision of the plan is not a confirmation, and land designated as protected farmland does not come out of protection by a private agreement.
- When the KKPR is old: it is valid for three years from issue. One issued for a project that never started may no longer carry the license application behind it.
The KKPR is also the document a buyer can ask for without a lawyer: it is a printout from OSS, it names the plot by coordinates, and it states what may be built there. A seller who cannot produce one for a villa being sold as a letting business is telling the buyer something. What a foreigner can hold is the other question to settle before the deposit.
