The villa business standard: what it requires, and what it says about service

“Service level” is a phrase management companies use and rarely define. The government has, in a few pages of Permenpar No. 6 Tahun 2025. Most of what it says is voluntary. All of it is a usable checklist for what a villa, and the company running it, should be able to show.
Seven terms in the villa standard
The standard is written against the KBLI 2020 villa code, 55193 — it predates KBLI 2025, where villas are 55203, by two months.

What every villa must have
The villa standard is issued at medium-low risk. It lists no prior requirements and no verification. The obligations are two:
The self-assessment document
- Facilities: a legible business name sign; an office or administration area with working equipment; a first-aid kit and a working fire extinguisher; clean water that is colourless, odourless, tasteless and clear; secure storage; and a clear ownership status for the premises.
- People: priority for local and Indonesian workers.
- Operations: documented information on the nearest doctor, hospital or clinic.
- Management: a documented organization chart and job descriptions, a current business plan, and current operating procedures.
The health certificate
A Sertifikat Laik Sehat from the health ministry or the regency health office, confirming the premises meet environmental health standards through an inspection. It is the one item in the villa standard that involves somebody else looking at the villa.

The voluntary criteria: what a certified villa provides
A villa that chooses standardization and certification must meet criteria 6.1 to 6.4. They are the fullest description in Indonesian regulation of what a villa is expected to be.
Facilities, 6.1
A clearly legible sign; an office or admin area with good ventilation and light; a staff area; parking; a clean public toilet; a clean pool, if there is one; linen storage and distribution; and closed bins that separate organic from inorganic waste.
People, 6.2
A program to develop staff competence; a security officer; and staff who know what to do in an emergency.
Product, 6.3.1
A building intended as a villa business; bedrooms with guest beds and bedding; bathrooms with a toilet and toiletries; a dining room with tableware; a family room; a pantry with working bins and drainage; a front office with payment facilities; and the villa clean, maintained and working, with good air and light.

The standard names each service. It does not say how quickly, by whom, or to what standard of result — which is exactly what a management contract's service schedule should add. The contract clauses.
Management, 6.4
Company regulations or a collective labor agreement, and documented, implemented SOPs for business planning and for villa operations. Company regulations are a labor-law document; the staff contracts behind them.
Using the standard with a manager
Ask to see the self-assessment
It is required of every villa and covers what a competent operator should already hold. If the villa is run by a management company, the company is the natural keeper of the document.
Ask which of the voluntary criteria it meets
A manager promising a service level can be asked to map it against 6.1 to 6.4. The gaps are the conversation.
Remember whose standard it is
The scope describes houses managed by their owners. A third-party manager is its own business, classified as accommodation management (55901); it is the villa's standard, and the owner's license, that the manager is working under. Who works for whom.
Supervision and sanctions
The standard is enforced as part of supervision of risk-based licensing. Sanctions under the same regulation are warning, suspension, revocation, with 30, 15 and 10 working days to comply after successive warnings. How to check a villa's license.

Common questions
What defines a villa operator's service level in Bali?
The government's villa standard names six services for a certified villa: reservations, check-in and check-out, information and messages, room cleaning and preparation, cash or non-cash payment, and complaint handling (Permenpar No. 6 Tahun 2025, Lampiran I, villa standard, 6.3.2). It sets what must exist, not how fast; response times belong in the management contract.
Is villa certification mandatory in Bali?
No. Every villa needs a self-assessment document and a health certificate. Certification by a tourism certification body is for villas that choose it, and then the fuller criteria apply (villa standard, 6(c)).
What does the villa self-assessment cover?
Facilities (a sign, an office area, first aid and a fire extinguisher, clean water, secure storage, clear ownership of the premises), people (priority for local workers), operations (documented information on the nearest doctor, hospital or clinic) and management (an organization chart, a business plan and current SOPs).
Who checks that a villa meets the standard?
